CEO and Board Members

Our CEO

David Hilyer serves as Chief Executive Officer of the Local Government Health Insurance Board  (LGHIB). David is passionate about the LGHIB’s mission of providing exceptional benefits, innovative programs and approaches and extraordinary customer service to the members (both individual employees and employer units) of the Local Government Health Insurance Plan.

Prior to his current role, David served as the Chief Operating Officer of the LGHIB. He also served as General Counsel of the LGHIB and State Employees’ Insurance Board. Before he began state service, David led the Alabama office of a multi-state law firm that focused on general insurance defense. He is a graduate, with honors, of Faulkner University and Jones School of Law at Faulkner University.

David enjoys fishing and golfing with his two sons, playing tennis with his daughter, traveling with his wife, and running.

LGHIB Board Members

The Local Government Health Insurance Board (LGHIB) is comprised of nine members, who are either appointed or elected. Each fall, the Board reviews the costs associated with the Local Government Health Insurance Plan and determines the premiums and the insurance benefits for the following year.
